You might want to start a discussion with your question, so that we can reply to it directly. At a school we used to be at, food and Christmas gifts are given to selected needy families (some in the school, some not.) Various individuals determine those who they know are in need. Every class donates food and gifts. Parents get together on a wrap day to sort food into boxes and wrap presents. Then a totally different group of volunteers delivers the items to the families. That way, no one at the school knows where the items go.
